New guidance covering workforce issues in local government service contracts has been issued by the Office of the Deputy Prime Minister (ODPM).
The new Circular on Best Value and Performance Improvement includes a Code of Practice which Local Government Minister Nick Raynsford said would ensure that local service provision "is not undermined by poor employment practices especially in respect of new joiners to contracted-out services".
Authorities should use the guidance to continue to challenge how services are delivered and look for new and innovative ways to deliver quality services", the Minister added.
According to the new guidance, contractors will be required to offer terms and conditions to new staff taken on to work alongside transferees which are overall "no less favourable" than those of the transferred employees.
