Top-performing councils are to be given new financial freedoms as part of a package of measures to devolve more power and responsibility to local government.
The Government today published a Local Government Bill containing key provisions allowing councils to borrow for capital investment to fund major improvements.
Local Government Minister Nick Raynsford also announced a series of additional freedoms and flexibilities, many of which will take effect from next year.
All councils will have greater control over how they spend their money and the number of plans councils have to produce for central government will be reduced by 75 per cent.
